Education Spending: One German State Lags Behind – Is There a Better Way?

The German Federal Statistical Office recently released data comparing education spending per student across the 16 states. The findings revealed a concerning trend: one of the most populous states is significantly underfunding its education system.
According to the statistics, public budgets across Germany allocate an average of €9,800 per student in public schools. However, in North Rhine-Westphalia (NRW), that number drops to approximately €8,900 per student, placing them at the bottom of the list.
While the Federal Office acknowledges differences in school structures, curricula, student-teacher ratios, and salary structures across states, the reality remains that some students are receiving considerably less investment in their education than others.
The Minister's Perspective
NRW's Education Minister, Dorothee Feller, insists that education remains a top priority for the state government. She notes that despite budgetary constraints, NRW is investing more than ever in the education of its youth. The school budget is set to increase by €2.2 billion in 2025, reaching a total of €24.5 billion – an increase of almost ten percent.
She emphasized that NRW allocates a significant portion of its budget to education and invests heavily per resident. The state plans to allocate €900 million by 2026 to increase teacher salaries and improve classroom instruction gradually.
Concerns from Educators and the Opposition
Despite the Minister's assurances, the VBE education union has voiced strong criticism, pointing out that NRW has been at the bottom of per-student spending since 2010. They highlight the consequences of underfunding: overcrowded classrooms, a shortage of teachers and special education professionals, and limited opportunities for small-group support. The VBE emphasizes that many students struggle with basic literacy and numeracy skills, and too many leave school without a diploma.
The state government sets high standards for schools in NRW, consistently justifying them with the need to improve results in performance studies such as IQB or IGLU. The opposition SPD party has also called for increased funding for schools in NRW, emphasizing the need for effective investment in school infrastructure and a clear division of responsibilities between the federal government, the state, and municipalities.
