SPD request to record teachers' working hours fails - Education Minister dismisses it.

The Schleswig-Holstein parliament debated implementing a system to track teachers' working hours, but a proposal by the SPD party was rejected. Education Minister Karin Prien (CDU) opposes the idea during the current legislative period, preferring to wait for results from pilot projects in other states. She doubts it would make the profession more appealing, fearing it could force teachers to spend their entire workday at school. However, the teachers' union GEW strongly advocates for mandatory and transparent time tracking to address excessive workloads and ensure compliance with labor laws, citing a 2022 ruling by the Federal Labor Court that all employee working time must be recorded.

Teacher Workload Under Scrutiny: Traditional Education Faces Modern Challenges

The debate around teacher workload and working conditions is heating up, highlighting the growing pressures within traditional education systems. A recent discussion in Schleswig-Holstein’s parliament, as reported by News4teachers, underscores the divide in opinions regarding the necessity and feasibility of tracking teachers' working hours. While some advocate for greater transparency and workload management, others express concerns about the potential impact on teachers' flexibility and job satisfaction.

The Push for Transparency vs. Concerns About Flexibility

The SPD faction's proposal to introduce working time recording was rejected by the state government. Education Minister Karin Prien (CDU) stated that she would not address the topic during the current legislative period, preferring to wait for the results of model projects in Bremen and Saxony.

Prien voiced concerns that tracking work hours might not enhance the attractiveness of the teaching profession. She suggested that many teachers value the flexibility the job offers and might not appreciate being required to spend their entire workday at school.

However, the Schleswig-Holstein branch of the Gewerkschaft Erziehung und Wissenschaft (GEW) (Education and Science Union) emphasizes the urgent need for transparent working time recording to reveal the actual workload and enable workload reduction. Kerstin Quellmann, Co-Chair of GEW, argues that schools fail to comply with working time limits and occupational safety regulations, an issue the Ministry of Education seems to ignore.

Growing Workload and the Need for Change

According to GEW, teachers' workloads have steadily increased in recent years. Besides teaching, their duties include preparation, grading, parent-teacher meetings, professional development, and growing administrative tasks. Quellmann points out that relevant working time studies consistently show teachers working far beyond their contracted weekly hours.

Referencing a 2022 ruling by the Federal Labor Court requiring the recording of all employees' working time, which was preceded by a corresponding ruling from the European Court of Justice, GEW finds Prien's obstructionist stance incomprehensible. They believe that introducing working time recording is a crucial step towards improving working conditions, ensuring teachers' health, and enhancing educational quality in Schleswig-Holstein's schools.

Homework gone! Citizens' Council for Education and Learning hands over recommendations to the Standing Conference of the Ministers of Education and Cultural Affairs (KMK).

The "Bürgerrat Bildung und Lernen" (Citizens' Council for Education and Learning), initiated by the Montag Stiftung Denkwerkstatt, is advocating for significant changes in the German education system. Composed of over 700 randomly selected citizens, the council proposes abolishing homework and replacing it with in-school practice, increasing student autonomy in learning, and implementing mandatory early language support through a Kita (daycare) obligation. They presented these recommendations, along with others such as postponing grades until the 9th grade, to the Minister of Education of Mecklenburg-Vorpommern, Simone Oldenburg, who currently chairs the KMK (Standing Conference of the Ministers of Education and Cultural Affairs). Oldenburg sees the recommendations as valuable input. The council believes these changes would create a fairer, more relevant, and future-oriented education system, promoting equal opportunities and individual talent development. Other critics point to issues like teacher shortages and dilapidated school buildings as more pressing concerns.
