A multi-billion euro program aimed at supporting disadvantaged students is facing challenges, with the teachers' association VBE (Verband Bildung und Erziehung) raising concerns about excessive bureaucracy. The VBE argues that the program, intended to be less bureaucratic than the Digitalpakt, is becoming a "bureaucracy monster," potentially hindering its effectiveness. Bureaucracy Concerns Hinder Progress

The VBE criticizes the Startchancen-Programm for its bureaucratic hurdles. Franz-Josef Meyer, chairman of the VBE, expressed frustration over the conditions attached to the "Chancenbudget," particularly the limitation of contracts for non-teaching staff to a maximum of two years. Further restrictions include:

  • Only fixed-term employment contracts can be offered.
  • Individuals with prior employment in Lower Saxony are ineligible.
  • Those previously employed under the "Startklar in die Zukunft" program or the Ukraine war relief program cannot be hired.
  • Increasing the hours of existing staff is prohibited.
  • Hiring staff from cooperation partners is not allowed.

"This is a slap in the face, especially for school principals who urgently need more staff. There is no justification for these drastic hiring restrictions. In practice, no one will be found who meets the 'remaining criteria'. Apart from the fact that schools will have to look for new staff after two years at the latest," Meyer criticized.

Program Implementation Hindered by Complexity

The VBE points out that the complexity of the program's implementation is deterring schools from participating. The allocation of funds, planning, approval, and accounting are supposed to be managed through a "web-based application NEO Niedersachsen," which is still under development. This administrative burden is discouraging schools, leading Meyer to call for the Kultusministerium (Ministry of Education) to revise the conditions and enable an unbureaucratic use of funds.

Despite aiming to support approximately one million students nationwide by providing two billion euros annually to 4,000 schools and vocational schools with a high proportion of socially disadvantaged students, the program's start has been problematic.
